Stagehands and Projectionists who don't qualify for full coverage or can't afford to self-pay for Plan C or COBRA for the Local 15 trust, may be interested in applying for coverage through Washington State Basic Health. This is a health plan subsidized by the State of Washington for low income workers who pay for coverage on a sliding fee scale based on gross income.
If you are an individual with a gross income of less than $1551/mo or, for example, a family of 3 with a gross income of less than $2611/mo you may qualify. Group Health is an option through this program.

Local 15 By-Election
The President has accepted the resignations of Andrew Willhelm and Ryan Uhlhorn. The President has tentatively accepted the resignations of Marc Rothschild and Dave Misner, with the understanding that if no one accepts a nomination for either Treasurer or Trustee position in May, their resignations will not be accepted. Nominations for Treasurer, Trustee, Projectionist Executive Board member and Apprentice Executive Board member will be held in May, with the elections to follow at the June meeting. Both the May and June meetings are the first Monday of the month at 5:30 pm at the Labor Temple. You must be in good standing to accept a nomination. 2004 and 2005 Apprentices are eligble to run for the apprentice position.

Safety Committee
The current Safety Committee is meeting monthly on the first Monday of the month. We convene at noon for lunch at Michaelangelo's, located in the Seattle Center House, with Bill picking up the tab. The Safety Committee is looking for an additional member who works the bounce regularly. The idea of an additional person is to have a member who gets dispatched to a number of venues and can give the committee a broader look at our industry, as it relates to safety procedures. A Projectionist member would also be a welcome addition to the committee. If you are interested, please give Bill a call at (206) 441-1515 or (206) 890-8040.  
Outreach
Outreach will again be giving credit for volunteer stagehand work for Folklife Festival, Memorial Day weekend at Seattle Center. Contact Sue Masser at dispatch@ia15.org for details or sign up directly with Folklife and then let Alex know you've done so at outreach@ia15.org.

We are currently scheduling required classes for the 2005 class. Apprentices from the 2004 class who need to take these classes will be contacted by the administrator and given the location and time for class. Some classes are limited in size and more people need them than space allows, so it is extremely important that you respond to the administrator as soon as you are contacted to confirm whether or not you will attend.

New Rules
Volunteer hours should henceforth be submitted to the Outreach Chair or the officer/committee chair who authorized them. The person who authorizes them will turn them in directly to Betsy for credit.
The BOE can once again approve hours under Rule 10 after a site visit by a Board member.
There is now a $10 fine per month for workers in arrears for more than $50.

Business Representative
As we head into spring the workload is starting to pick up. I can already tell by the work coming in that the Summer will find us all very busy, especially in July, August and the first part of September. As most of you are aware, the Local has a number of contracts open, with more to open throughout the summer.
First time contracts: With NASCO, the Canadian anti-union company we organized over two years ago, I am hoping to have a new agreement in the next couple of weeks. We have given the Seattle Art Museum a new offer in the hopes of finally closing that agreement. Washington Center for The Performing Arts' new contract is going slowly, but continues to move forward. As for Auburn Performing Arts Center, we have sent management a complete proposal and will meet with them on April 27th to receive their counter. We will begin to bargain a new agreement with the Everett Event Center for the A/V Techs, who recently voted for representation through Local 15. If we win our election on April 25th at the Pacific Science Center we will be creating a new agreement to represent the Projectionists there.
Existing contracts open for renewal: At Intiman Theater, we are in the final stages of negotiations and will be voting on a new contract at the May meeting. On Monday, April 11th, we have our first meeting with management at Seattle Children's Theatre. On Wednesday, April 6th, the BIG 4 contract committee met with management to present a list of changes the union wants to see in the upcoming agreement. Another meeting is scheduled for April 20th. The City of Seattle contract negotiations dealing with
wages and health care will be in mediation, due to both sides locked into their positions. Because of mediation on those two issues, the contract talks for the Joint Crafts has also been put in limbo. Our contract at One Reel is also open. We have had one meeting with management and have scheduled another. The Meydenbauer Center contract has a wage opener and management has taken our proposal back to their Executive Board, which meets April 13th. This is the current status of the various contracts. Health & Welfare
The annual open enrollment forms are out, this is the time to change plans or add a spouse and dependent(s).  Please note that our administrator has requested that the forms be returned by April 15 and that there are significant changes to our plans this year.  Due to the financial position of the Trust, the Trustees have had to move to a core plan (Group Health HMO or “Classic”), there will still be a plan available with out of network coverage (“Select”) but there will be an additional monthly premium cost to participants – see the enrollment materials for specific amounts.  Co-pays and deductibles for both plans are also increasing.  The medical reimbursement plan remains intact and your funds can still be used to pay out of pocket expenses and if you itemize your deductions, unreimbursed expenses may be deductible on your taxes.  The Trust has historically covered 25% of the premium cost for medical coverage and 100% of the premium cost for dental coverage for spouse and dependents, but this is changing as well.  The Trust will cover only 25% of the premium cost for medical and dental coverage for spouse and dependents.
Please review the enrollment materials carefully and send your forms in as soon as possible, April 15 is 2 days away.  If you have coverage and have not received the enrollment materials, contact Vicki Meyer at Earhart (800-547-1314, ext. 253) as soon as possible.  If the administrator has not received your form by April 28 at the latest, you will be enrolled in the HMO only (“Classic”) plan as of May 1.  Forms can also be faxed, call Vicki for the number.




Celebration
On Sunday, May 29, 2005, there will be a party with Kent and Francia for all the people who have worked with them over the years. Invitations will be via email ONLY so in order for you to be invited we nedd your email information.

If you know of past employees, please pass this information along. We are expecting a HUGE crowd so RSVPs will be first come, first served. Party detials will be on the e-vite. Board of Examiners
In the first quarter the Board of Examiners (BOE) interviewed and accepted nine new workers to the Hiring Hall: Paul Boehlke, Bill Cherrington, Christopher Dinon, Steven Franklin, Kent Holloway, Mike Miller, Mike Prebezac, Jennifer Schmidt, and Rich Tocher. Additionally, please welcome back John Lucas as a reinstated worker.  
The BOE did not conduct an entry test last quarter. We will not conduct an entry test until market demand increases.  
Finally, thank you to all who volunteered. Without the Journeymen we could not interview candidates. Without the administrative volunteers it would delay our responses to the workers. Again, thank you for volunteering.
